AI, UX, Dan Diplomasi Digital: Studi Aplikasi Disdukcapil Dalam Konteks Tata Kelola Digital ASEAN

Transformasi digital pemerintahan telah menjadi instrumen diplomasi lunak strategis dalam konteks regional ASEAN. Penelitian ini menganalisis hubungan antara kualitas layanan digital nasional dan positioning diplomatik Indonesia dalam konstelasi tata kelola digital ASEAN. Menggunakan pendekatan deskriptif kualitatif dengan analisis komparatif regional, studi ini mengeksplorasi kesenjangan antara pencapaian Indonesia dalam peringkat global dengan kualitas implementasi layanan digital operasional. Hasil menunjukkan paradoks antara momentum strategis Indonesia yang mencapai peringkat 64 dunia dalam Survei E-Government PBB 2024 (naik 13 posisi, tertinggi di ASEAN) dengan kualitas layanan digital nasional yang masih rendah. Analisis aplikasi Disdukcapil di 16 daerah menunjukkan rating 1.8-4.0 dari skala 5.0, dengan kinerja terendah di DKI Jakarta (1.8) dan tertinggi di Padang (4.0). Penelitian mengajukan empat proposisi strategis untuk mengintegrasikan kecerdasan buatan dan human-centered design dalam layanan publik sebagai katalis diplomasi digital ASEAN.
