Perubahan iklim saat ini menimbulkan kekhawatiran bagi negara-negara kepulauan rendah yang terletak di Samudra Pasifik, di mana kenaikan permukaan laut mengancam negara-negara tersebut dengan hilangnya wilayah mereka. Hal ini telah menyebabkan perpindahan penduduk dan bahkan melintasi batas negara untuk melanjutkan kehidupan mereka. Dalam beberapa literatur, orang-orang ini dikenal sebagai pengungsi lingkungan (environmental refugees). Jenis penelitian ini bersifat normatif dengan menganalisis secara kritis Konvensi Pengungsi 1951 dan Protokolnya, serta konvensi regional terkait pengungsi lingkungan. Hasil dari penelitian ini menunjukkan bahwa istilah yang digunakan untuk orang-orang yang terdampak oleh perubahan iklim belum memiliki kerangka hukum internasional yang mengikat. Namun, konvensi regional, deklarasi, dan resolusi yang dikeluarkan oleh Majelis Umum PBB tidak sepenuhnya mampu memberikan perlindungan bagi orang-orang yang dikenal sebagai pengungsi lingkungan secara global.
