Abstract

 The presence of various consumer finance institutions has contributed greatly to the economic development of the community, especially people who have difficulty dealing with banks. The purpose of the research is to find out, understand and analyze the factors that cause the perpetrator to commit a crime, the criminal responsibility of the perpetrator of a crime and the basis for the judge's consideration in imposing a sentence against the perpetrator of a crime. The research method used is normative empirical.
