KETERKAITAN KEBIJAKAN PERHUTANAN SOSIAL DALAM UPAYA PENYELESAIAN KONFLIK TENURIAL DI KAWASAN HUTAN
Abstract
Tenure conflicts in forest areas still often occur due to the lack of access for communities around the forest to manage the site. One of the programs initiated in order to minimize tenure conflicts in forest areas by the Government of Indonesia through the Ministry of Environment and Forestry is the social forestry program. This paper aims to find out the history and relevance of social forestry programs as an effort to resolve tenure conflicts in forest areas. This paper uses a normative method with a statutory, historical, and conceptual approach. The conclusion of this paper is that the history of community forest management in Indonesia has been going on since the 80s until 2016 the Ministry of Environment and Forestry tried to reformulate the social forestry program. The principle of the social forestry program that provides access for forest area communities to manage is in accordance with the regulations contained in agrarian reform activities, in addition, the social forestry program also prioritizes empowerment and assistance where this is one of the efforts to resolve tenure conflicts in forest areas.
