The transition from colonial rule to independence in Indonesia did not immediately end the paradigm of state control over natural resources. This research examines how the Basic Forestry Law (Law No. 5 of 1967) became a fundamental legal instrument that legitimised the state's authoritarian control over forests. Using qualitative content analysis of Law No. 5 of 1967 and its explanation, this study aims to reveal the legal mechanisms used by the New Order regime to institutionalise the state forest doctrine, as well as to design a highly centralised and bureaucratic management structure. The findings indicate that this law effectively consolidates state power in the hands of the central forestry bureaucracy, marginalises the rights of indigenous communities, and provides legal justification for large-scale forest exploitation. Thus, this article argues that Law No. 5 of 1967 was not merely a product of technical regulation, but a political document that laid the foundation for a state-centric model of forest governance, the impact of which is still strongly felt in contemporary forestry issues. This study confirms the need to understand the historical roots of existing forestry policies in order to formulate future reforms.
