The operationalization of FMUs in Riau faces regulatory and funding challenges, despite its ±5.4 million hectares of forest area holding significant potential for a green economy. The Riau Provincial Government issued Regional Regulation No. 11/2024 as the first legal framework at the provincial level. This study analyzes the clarity and completeness of the rules within this Regulation using Ostrom's rules-in-use framework (seven types of rules) and rule clarity theory, with GR 23/2021 as the primary benchmark. The method employed is qualitative content analysis of 127 units of analysis, evaluated using a clarity matrix on a Likert scale of 1-5. The results show that the Regulation has a strong structural foundation in boundary rules (4.2), position rules (3.8), and scope rules (4.0) — which is commendable as a local initiative aligned with GR 23/2021. However, strengthening is needed in aggregation rules (2.5), information rules (2.8), authority rules (2.7), and payoff rules (2.5). A regulatory gap analysis identifies two serious normative gaps (authority over forest area use permits and BUMD favoritism) as well as six procedural gaps that can be addressed through Governor's Regulations.
