Transformasi Edukasi Manajemen Aset: Model Pembelajaran Keputusan Partisipatif untuk Prioritas Rehabilitasi Irigasi Rawa Berbasis Analytic Hierarchy Process (AHP)

Sektor pertanian di Kabupaten Rokan Hilir menghadapi kendala serius akibat degradasi infrastruktur di Daerah Irigasi Rawa (DIR) Sei Panji-Panji yang menurunkan produktivitas lahan. Keterbatasan anggaran pemerintah menuntut adanya mekanisme penentuan prioritas rehabilitasi yang objektif agar penanganan tepat sasaran. Penelitian ini bertujuan untuk mengembangkan model penentuan prioritas rehabilitasi jaringan irigasi menggunakan metode Analytic Hierarchy Process (AHP). Metodologi yang digunakan melibatkan pengumpulan persepsi pakar melalui kuesioner terstruktur yang diolah menggunakan perangkat lunak Expert Choice. Evaluasi didasarkan pada empat kriteria utama: teknis, ekonomi, lingkungan, dan sosial budaya, dengan delapan saluran primer sebagai alternatif keputusan. Hasil penelitian menunjukkan bahwa kriteria teknis merupakan faktor paling dominan dengan bobot sebesar 46,2%, disusul oleh aspek lingkungan (24,5%), ekonomi (15,8%), dan sosial budaya (13,5%). Berdasarkan sintesis akhir terhadap alternatif, Saluran Primer 1 ditetapkan sebagai prioritas utama untuk segera direhabilitasi, diikuti oleh Saluran Primer 3 dan Saluran Primer 5. Kesimpulannya, model AHP memberikan solusi pendukung keputusan yang transparan dan terukur bagi instansi terkait dalam mengoptimalkan alokasi anggaran infrastruktur. Implementasi hasil ini diharapkan dapat menjamin keberlanjutan fungsi irigasi dan ketahanan pangan di wilayah lahan rawa.
