In the context of economic empowerment and the implementation of Sharia-based inclusive finance, the strategic role of halal SMEs has not been fully optimised. The basis for community service activities carried out in Tuah Madani Village, Pekanbaru, is triggered by the limited understanding of SMEs regarding the principles of sharia economics, the limited access to digital technology, and the minimal literacy regarding Islamic digital financial services. This activity was conducted through a Participatory Action Research (PAR) approach, encompassing several stages. Firstly, surveys and Focus Group Discussions (FGDs) were utilised for problem identification. Secondly, education and socialisation of halal SMEs and sharia digitalisation principles. Thirdly, Islamic fintech literacy training was provided, along with assistance in using sharia-based digital applications. Finally, the impact on increasing the capacity of business actors was evaluated. The programme involved Quadruple Helix actors in its implementation. Questionnaires were distributed prior to and following the activity, employing a 1-5 Likert scale to measure the enhancement of SMEs capacity in Islamic Fintech literacy. A descriptive analysis and paired t-tests were conducted using SPSS in order to ascertain the extent of the increase in SMEs literacy in businesses based on the Halal and Digital Sharia Ecosystem among SMEs actors. This reflects the condition of SMEs in Pekanbaru. The results demonstrate an enhancement in the comprehension and conduct of SMEs, exerting a favourable influence on the empowerment and establishment of the Sharia digital ecosystem. This programme has been designed to promote the development of collective awareness among SME actors regarding the importance of halal certification, digital-based financial recording, and the adoption of business models that are in accordance with Sharia objectives. In order to establish an inclusive and sustainable halal economic ecosystem in this region, there is a necessity for sustainable synergy between academics, local governments, Sharia financial institutions, and the digital community (Quadruple Helix).
