National Leadership Regeneration by Political Parties: Political Recruitment and Cadre Development

The renewal of national leadership is an essential prerequisite for the realization of a high-quality democracy. In this context, political parties play a strategic role in conducting political recruitment and cadre development to produce leaders who are competent, possess integrity, and are oriented toward the public interest. The success of these two functions is a key factor in improving the quality of national leadership and strengthening democracy. However, in practice, the implementation of political recruitment and cadre development in Indonesia still faces various structural challenges that hinder the leadership renewal process from reaching its full potential. This study aims to analyze the dynamics of political recruitment and cadre development within political parties in support of national leadership renewal. The study employs a qualitative method using a literature review approach (library research) through the analysis of various laws and regulations, academic books, journal articles, and relevant documents. The findings reveal a significant gap between the ideal concept and the actual implementation of political recruitment and cadre development in Indonesia. Political recruitment remains dominated by pragmatic, elitist, and electability-oriented approaches, giving rise to the phenomenon ofpopularity-based recruitment, which prioritizes popularity over competence, integrity, and political track record. On the other hand, the cadre development system has not been consistently implemented due to the dominance of party oligarchies, high political costs, weak internal democracy, and the suboptimal application of meritocratic principles. These conditions result in low-quality national leadership succession and have the potential to hinder democratic consolidation and the institutionalization of political parties.
