The low reading interest among children in the digital era poses a significant challenge to literacy culture development, particularly in Gunungsitoli City. This study aims to describe the role, challenges, and strategies of the Gunungsitoli Children's Library in promoting literacy among children aged 6–12. A qualitative descriptive approach was used, with data collected through observation, in-depth interviews, and documentation. Informants included the head of the library service, division heads, librarians, child users, parents, and teacher companions. The findings indicate that the library plays an important role in providing child-friendly literacy services through storytelling programs, shared reading, educational art activities, as well as digital and mobile library services. Challenges faced include limited budgets, insufficient collections, lack of trained staff, low parental involvement, and the dominance of digital devices. Strategies implemented involve the use of technology, cross-sector collaboration, librarian capacity building, family literacy education, and continuous program evaluation and development. It is concluded that the Gunungsitoli Children's Library plays a strategic role in enhancing children's literacy through adaptive and participatory approaches, though improvements in policy, human resources, and family support are still needed.
