Validitas Indeks Kebijakan pada Survei IPLM : Kajian Terhadap Dinamika Data Kota Yogyakarta 2024-2025

This study examines how changes in respondent composition affect the interpretation of the Community Literacy Development Index (IPLM) in Yogyakarta City across 2024–2025. Although Yogyakarta achieved an excellent IPLM score in 2024 (93.11; ranked first in the Special Region of Yogyakarta), the 2025 cycle was characterized by a sharp decline in reporting units. The study employs a mixed-methods sequential explanatory design, in which quantitative analysis is first used to describe national and local trends, variation in scores, and shifts in ranking, followed by qualitative document analysis to interpret the observed dynamics. Data were drawn from the 2024 IPLM final report and the 2025 IPLM analytical platform. The findings show that the 2025 score pattern is strongly influenced by the drastic reduction in participating libraries (148 respondents), which increases volatility in rankings, widens the uncertainty around indicator estimates, and produces potential measurement bias in several dimensions, particularly participation and service utilization. Cross-year differences therefore reflect not only program change but also changes in the measurement frame. The study concludes that the validity of IPLM as an index of policy performance depends on the stability of its sampling and reporting mechanisms, and recommends stronger data governance to ensure that observed trends represent real changes rather than artifacts of data fluctuation.
