Pengaruh Budaya Organisasi dan Kompetensi Pegawai untuk mewujudkan kinerja inovatif di Lingkungan Pemerintah

Abstract

Wewjudkan kinerja inovatif menjadi tantangan institusi. Oleh karena itu diperlukan pemahaman tentang faktor-faktor yang mempengaruhinya sesuai dengan konteks. Tujuan penelitian adalah memperoleh penjelasan mengenai perubahan kinerja inovatoif para pegawai di Dinas Perhubungan Kabupaten Bandung berdasarkan budaya organisasi dan kompetensi. Metode penelitian menggunakan pendekatan expalanatory survei terhadap 127 ASN yang diambil secara acak tanpa memperhatikan jabatan. Analisis data menggunakan regresi berganda dengan bantuan SPSS25. Hasil penelitian menunjukan bahwa orientasi budaya pada hasil, inovasi maupun risiko mendorong para pegawai untuk lebih kompeten dalam melaksanakan tugasnya. Perubahan pada kinerja inovatif dapat diprediksi melalui perubahan pada orientasi budaya  dan kompetensi individu. Implikasi teoritis yaitu mendukung teori budaya organisasi, kompetensi yang mengatakan pengaruh kedua variabel pada kinerja. Implikasi praktis yaitu pengembangan budaya dan kompetensi pegawai sebagai  panduan untuk mengoptimalkan  praktik manajemen kinerja yang lebih efektif di sektor publik
