Strategi Pengelolaan Sumber Daya Manusia Lokal Dalam Meningkatkan Daya Saing Desa Wisata

This study aims to analyze the condition of local human resources (HR), identify supporting and inhibiting factors in HR management, and formulate integrated HR management strategies to improve the competitiveness of Riverside Juma Bulu Tourism Village, Pardomuan Ajibata, Toba Regency. Using a descriptive qualitative approach, data were collected through in-depth interviews, direct observation, and documentation involving four key informants: the village head, village secretary, Pokdarwis chairman, and PKK representative. Data analysis employed Miles and Huberman's interactive model through data reduction, data display, and conclusion drawing. The findings reveal that local HR professionalism remains limited, constrained by an agrarian mindset that still prioritizes subsistence agriculture over tourism engagement. Key supporting factors include the community's strong gotong royong culture and a distinctive adventure product river tubing as the destination's competitive differentiator in the Lake Toba region. Five integrated strategies are recommended: hands-on practical training, cross-sector partnership building, strategic digital promotion, active youth engagement, and formulation of minimum service standards. This study contributes to the development of a contextual and measurable HR management model for nature-based tourism villages grounded in community-based tourism (CBT) principles
