Model Tata Kelola Bisnis dan Pemerintah Daerah untuk Penguat Ekonomi Berbasis Komunikasi di Hulu Sungai Utara

Penelitian ini membahas model tata kelola bisnis dan pemerintahan lokal yang mendukung penguatan ekonomi masyarakat di Kabupaten Hulu Sungai Utara (HSU), Kalimantan Selatan. Dengan menggunakan pendekatan kualitatif-deskriptif dan data sekunder untuk periode 2020-2025, studi ini menganalisis dinamika lembaga lokal, peran pemerintah daerah, dan potensi masyarakat ekonomi berbasis sumber daya lokal. Temuan menunjukkan bahwa kontribusi masyarakat yang rendah terhadap PDB disebabkan oleh kapasitas kelembagaan yang lemah, kurangnya akses terhadap pembiayaan dan pasar, serta sinergi yang kurang optimal antar aktor. Studi ini merekomendasikan model tata kelola kolaboratif berbasis data, budaya lokal, dan digitalisasi, yang melibatkan pemerintah, masyarakat, sektor swasta, universitas, dan LSM. Model ini menekankan prinsip inklusivitas, akuntabilitas, dan keterlibatan masyarakat dalam perencanaan dan evaluasi program. Dengan implementasi yang terintegrasi dan responsif, ekonomi masyarakat HSU dapat menjadi dasar utama pembangunan regional berkelanjutan.
