INTERNET & POLITIK MEDIA SOSIAL DAN PARTISIPASI POLITIK MASYARAKAT STUDI KASUS GERAKAN MENENTANG UU PILKADA TIDAK LANGSUNG

Penelitian ini bertujuan untuk mengetahui bagaimanakah internet khususnya media sosial menjadi sarana bagi partisipasi politik masyarakat untuk mepengaruhi kebijakan politik, dalam hal ini menentang Undang-Undang Pilkada Tidak Langsung. Hasil penelitian menunjukan bahwa: (1). Kasus gerakan penolakan UU Pilkada tidak langsung melalui media sosial terutama Twitter merupakan suatu bentuk cyber demokrasi yaitu sebuah konsep yang melihat internet sebagai teknologi yang memiliki pengaruh sosial transformatif dan memperluas partisipasi demokrasi, dalam hal ini adalah kontrol konstituen terhadap wakilnya di parlemen. (2). Gerakan penolakan UU Pilkada tidak langsung ini merupakan bentuk polical knowledge dalam partisipasi politik dan berdampak dalam mempengaruhi pengambilan kebijakan publik, yaitu dengan dikeluarkannya perppu mengganti UU Pilkada Tidak Langsung, yang kemudian perpu ini juga disahkan menjadi Undang-Undang oleh DPR; (3). Media Sosial Twitter merupakan media yang mampu mendekatkan hubungan masyarakat dengan lembaga resmi dan elit politik, sehingga dapat berkomunikasi dua arah dan langsung. Gelombang penolakan UU Pilkada Tidak Langsung yang begitu besar dari netizen ini secara nyata “menyentuh” langsung para pengambil kebijakan, dalam hal ini Presiden dan DPR.

Abstract
This study aims to determine how the internet, especially social media as political participations of society to influence political policy, in this case to againts indirect local election law. The result shows that the case of refusal movement of indirect local election law by social media, especially Twitter is a form of cyber democracy as a control of constituents to parliament. The refusal movement of indirect local election law is a form political knowledge in politic participations and impact to influence the public policy-making to change the law. Twitter is a media that make the relationship between society, official institusions, and political elites could be closer to make two-way and directly communication.
