Peran Masyarakat dalam Pengelolaan Sampah Rumah Tangga Berbasis Lingkungan Desa di Desa Padang Tanggul Kecamatan Amuntai Selatan Kabupaten Hulu Sungai Utara

Abstract

This study aims to analyze community roles in household waste management based on village environmental governance in Padang Tanggul Village, Amuntai Selatan Sub-district, Hulu Sungai Utara Regency. The background of this research is based on household waste problems that have not been managed optimally, including limited waste facilities, the absence of routine waste collection services, low waste sorting practices, and limited public understanding of the 3R concept. This study uses a descriptive qualitative approach through interviews, observation, and documentation involving 15 informants selected by purposive sampling. The findings show that community participation is relatively fair but not yet optimal. The opportunity to participate remains limited because waste bins and collection services are inadequate. The willingness to participate is reflected in the community's readiness to dispose of waste properly, but waste sorting remains weak. The capacity to participate is also limited because public understanding of waste impacts and the 3R concept is still low. The study concludes that community roles are influenced by public awareness as a supporting factor, while limited village socialization and inadequate infrastructure are the main obstacles. Therefore, village government needs to strengthen education, provide supporting facilities, and develop routine waste management services to encourage more sustainable community participation.
